Early start Sunday by 10:00 am sharp.  Winds max. 7 knots from west, north-west.  Plan was to get in a few up downs to make up for Saturday&#8217;s lack of racing.  Slight shifts half way up the beat allowed for big gains.  Overcast skies and a little rain chilled off the fleet but didn&#8217;t hamper the competitors too much and a big change from Saturday&#8217;s scorching sun.  It was a long day after leaving the dock by 9:00 am so racing was done by 2:30 with 4 races for most fleets.  Overall good but not hairy conditions for the 29&#8242;er and 49&#8242;er fleet.  2.4&#8242;s were faring well in these conditions.  Prize giving was delayed due to some scoring challenges at the top end of the fleet.  Thanks to all our great race committee and volunteers who worked so well to make the event a success.  To the competitors who showed good sportsmanship and endurance in this first of the season opener regatta.  To the coaches who accompanied their athletes, making water supervision safer for the courses.  And to our sponsors Fogh Marine, Bacardi Rum, Logan wines merchants and many more.</p>

<h4>1 Rules</h4>

<li><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;">The 		regatta will be governed by the “rules” as defined in the </span></span><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;"><em>Racing 		Rules of Sailing.</em></span></span><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;"> </span></span></span></span></li>

<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;">1.2  The prescriptions of the National Authority (Canadian Yachting Association) will apply and are stated in full as an attachment (1)</span></span><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;"><em> </em></span></span><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;">in this document.</span></span></span></span></p>
<h4><span style="font-size:x-small;">1.3  RRS 40 and the preamble to Part 4; P.F.D. requirements are changed AS FOLLOWS;</span></h4>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;">All competitors shall wear, at all times while on the water; a government approved personal floatation device or life jacket. Wet suits or dry suits are not adequate personal buoyancy. Failure to comply with this Rule will not be grounds for competitor protest.</span></span></p>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;">1.4  Any change to a competitor&#8217;s sail number, from the one shown on her registration form, must be submitted to the Race Committee, in writing, one half hour prior to the first Warning Signal on the day the change is to take effect. Failure to comply with this “rule” will not be grounds for competitor protest, but may, at the discretion of the Race Committee, result in the boat being scored as DNC without a hearing. This changes rule A5</span></span></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;">1.5  Rule G1.1 (b) will not apply to this event (National Letters).</span></span></p>
<p><span style="font-size:x-small;">1.6   For the J24 Class, Ontario District J-24 Standard Sailing Instructions including its Appendix “A” will govern this event .</span></p>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;"><strong>2 Advertising</strong></span><span style="font-family:Arial,sans-serif;"> </span></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:x-small;">This regatta is designated as a Category C event. Competitors may be required to display advertising provided by event sponsors.</span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;"><strong>3 Eligibility and Entry </strong></span></span></p>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;">3.1 This regatta is open to entries in the following Classes; Soling, Star, Laser, Radial, Finn, 470, 29er, 49er, 2.4, Melges 20, J22 and J24’s.  Only Classes with 5 or more fully completed entries received by 17:00 hrs. on May 20</span><sup><span style="font-family:Arial,sans-serif;">th</span></sup><span style="font-family:Arial,sans-serif;"> 2011 will be provided with a class start. </span></span></span></p>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;">3.2 ISAF Grade 3 Ranking for Men’s Laser, Women’s Radial and Men’s 49er has been registered. </span></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">3.3 This Regatta has been designated as a Regional Laser Gold Cup Event; all Laser Class entrance qualifications will be in effect.</span></span></p>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;">3.4 Boats will be registered upon receipt of a completed entry form, together with the appropriate entry fee. A signed Waiver Form must be submitted prior to the close of registration. </span></span></span></p>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;">3.6 A Skippers meeting is scheduled at TS&amp;CC on Saturday May 21st at 09:30hrs. </span></span></span></p>

<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;">Racing will take place on May 21st &amp; 22nd. The first Warning Signal is scheduled for 11:00hrs on May 21st and at 10:00hrs on May 22nd.</span></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;"><strong>6 Inspection &amp; Measurement</strong></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">Boats may be subject to measurement at any time during the regatta.</span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;"><strong>7 Sailing Instructions</strong></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">The Sailing Instructions will be available from the Registration Desk at TS&amp;CC for boats, which have completed registration and submitted a signed Waiver Form.</span></span></p>
<h4>8 Venues</h4>
<h4>All Racing will take place on or adjacent to Humber Bay, course locations will be outlined in the Sailing Instructions.</h4>
<h4>9 Penalty System</h4>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;">9.1 RRS Appendix P will apply to breaches of Rule 42, except for P2.3 shall not apply and Rule P2.2 is changed so it will apply to any penalty after the first one.</span></span></span></p>
<p><span style="font-family:Times New Roman,serif;"><span style="font-size:small;"><span style="font-family:Arial,sans-serif;">9.2 Rule 44.1 &amp; 44.2 are changed for 29er and 49er classes so that only one turn, including one tack and one gybe are required.</span></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;"><strong>10 Scoring</strong></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">8.1 Series Scores as outlined in A2 will apply with the following provided;</span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">8.2 One race is required to be completed to constitute a series.</span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">8.3 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.</span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">8.3 (b) When from 5 to 7 races have been completed; a boat’s series score will be the total of her race scores excluding her worst score.</span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">8.3 (c) When 10 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.</span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;"><strong>11 Berthing </strong></span></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">Launching facilities for all dinghy classes are located at TS&amp;CC; all boats at this location shall be kept in their assigned locations. All boats must be removed from all club facilities by May 23, 2009. Launch facilities for keelboats are available at Etobicoke Y.C., 300 Humber Bay Park Rd. West, (416) 259 -1159; National Yacht Club, 1 Stadium Rd, (416) 260 &#8211; 8686. Boats using these venues shall do so at the direction of the facilities management.</span></span></p>
<h4>12 Haul-out</h4>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">Keelboats shall not be hauled-out during the regatta except with and according to the terms of prior written permission of the Race Committee.</span></span></p>
<h4>13 Prizes</h4>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">The first three boats in each class will receive recognition. In the Laser Class: the best Youth (18 &amp; Under), Master, Grand Master, and Great Grand Master, will be recognized. </span></span></p>
<h4>14 Disclaimer of Liability</h4>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;">Competitors participate in this Regatta entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta.</span></span></p>

<p><span style="font-size:x-small;">CYA prescribes that no later than 15 days after receiving the association appeals committee’s written decision, the appellant may send a further appeal and a copy of the association appeals committee’s decision to the CYA. The appeal shall state why the appellant believes the association appeals committee’s decision or its procedures were incorrect. </span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;"><strong>Appendix F2.2(e) – Submission of Documents</strong></span></span></p>
<p><span style="font-size:x-small;">CYA prescribes that in the case of a further appeal to the CYA, this rule shall apply to the appellant as though it was an initial appeal, and to the appealed committee as though it was the protest committee.</span></p>
<p><span style="font-size:x-small;"><em><strong>Appendix F3 – Responsibilities of National Authority and Protest Committee</strong></em></span></p>
<p><span style="font-family:Arial,sans-serif;"><span style="font-size:small;"><em>CYA prescribes that when an appeal is delegated to an association appeals committee, the responsibilities and actions required of the national authority in this rule, and in rules F4, F5, 71.2 and 71.3, shall be performed by the association appeals committee.</em></span></span></p>
<p><span style="font-size:x-small;">When a decision of an association appeals committee is further appealed, the CYA shall send to the parties, protest committee and association appeals committee copies of the appeal. No member of the association appeals committee shall take any part in the discussion or decision on the appeal.</span></p>
<h1><span style="color:#000000;"><span style="font-size:x-small;">Appendix F4 – Comments</span></span></h1>
<h5><span style="font-size:x-small;">CYA prescribes that when a decision of an association appeals committee is further appealed, the parties, protest committee and association appeals committee may make comments on the appeal. <p>It is a club rule that all persons participating in racing must sign out on our boards prior to leaving the dock.  Remember too that sailors leaving the race course should also let one of the regatta people know that you intend to withdraw.</p>

<p class="MsoNormal" style="margin:0;"><span style="font-family:Arial;"><span style="font-size:x-small;">Boats may be subject to measurement at any time during the regatta.</span></span></p>
<p class="MsoNormal" style="margin:0;"><strong><span style="font-family:Arial;"><span style="font-size:x-small;">7 Sailing Instructions</span></span></strong></p>
<p class="MsoNormal" style="margin:0;"><span style="font-family:Arial;"><span style="font-size:x-small;">The Sailing Instructions will be available from the Registration Desk at TS&amp;CC for boats, which have completed registration and submitted a signed Waiver Form.</span></span></p>
<h4 style="margin:0;"><span><span style="font-size:x-small;font-family:Arial;">8 Venues</span></span></h4>
<h4 style="margin:0;"><span style="font-weight:normal;"><span style="font-size:x-small;"><span style="font-family:Arial;">All Racing will take place on or adjacent to Humber Bay except Windsurfers, course locations will be outlined in the Sailing Instructions.</span></span></span></h4>
