THE REGATTA IS DESIGNATED AS AN INTERNATIONAL EVENT WITH SAILING TAKING PLACE ON THE ADJACENT WATERS OF LAKE ONTARIO

1 Rules

1. 1. The regatta will be governed by the “rules” as defined in the Racing Rules of Sailing.

1.2 The prescriptions of the National Authority (Canadian Yachting Association) will apply and are stated in full as an attachment (1) in this document.

1.3 RRS 40 and the preamble to Part 4; P.F.D. requirements are changed AS FOLLOWS;

All competitors shall wear, at all times while on the water; a government approved personal floatation device or life jacket. Wet suits or dry suits are not adequate personal buoyancy. Failure to comply with this Rule will not be grounds for competitor protest.

1.4 Any change to a competitor’s sail number, from the one shown on her registration form, must be submitted to the Race Committee, in writing, one half hour prior to the first Warning Signal on the day the change is to take effect. Failure to comply with this “rule” will not be grounds for competitor protest, but may, at the discretion of the Race Committee, result in the boat being scored as DNC without a hearing. This changes rule A5

1.5 Rule G1.1 (b) will not apply to this event (National Letters).

1.6 For the J24 Class, Ontario District J-24 Standard Sailing Instructions including its Appendix “A” will govern this event .

2 Advertising

This regatta is designated as a Category C event. Competitors may be required to display advertising provided by event sponsors.

3 Eligibility and Entry

3.1 This regatta is open to entries in the following Classes; Soling, Star, Laser, Radial, Finn, 470, 29er, 49er, 2.4, Melges 20, J22 and J24’s. Only Classes with 5 or more fully completed entries received by 17:00 hrs. on May 20^th 2011 will be provided with a class start.

3.2 ISAF Grade 3 Ranking for Men’s Laser, Women’s Radial and Men’s 49er has been registered.

3.3 This Regatta has been designated as a Regional Laser Gold Cup Event; all Laser Class entrance qualifications will be in effect.

3.4 Boats will be registered upon receipt of a completed entry form, together with the appropriate entry fee. A signed Waiver Form must be submitted prior to the close of registration.

3.6 A Skippers meeting is scheduled at TS&CC on Saturday May 21st at 09:30hrs.

5 Schedule of Race

Racing will take place on May 21st & 22nd. The first Warning Signal is scheduled for 11:00hrs on May 21st and at 10:00hrs on May 22nd.

6 Inspection & Measurement

Boats may be subject to measurement at any time during the regatta.

7 Sailing Instructions

The Sailing Instructions will be available from the Registration Desk at TS&CC for boats, which have completed registration and submitted a signed Waiver Form.

8 Venues

All Racing will take place on or adjacent to Humber Bay, course locations will be outlined in the Sailing Instructions.

9 Penalty System

9.1 RRS Appendix P will apply to breaches of Rule 42, except for P2.3 shall not apply and Rule P2.2 is changed so it will apply to any penalty after the first one.

9.2 Rule 44.1 & 44.2 are changed for 29er and 49er classes so that only one turn, including one tack and one gybe are required.

10 Scoring

8.1 Series Scores as outlined in A2 will apply with the following provided;

8.2 One race is required to be completed to constitute a series.

8.3 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

8.3 (b) When from 5 to 7 races have been completed; a boat’s series score will be the total of her race scores excluding her worst score.

8.3 (c) When 10 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

11 Berthing

Launching facilities for all dinghy classes are located at TS&CC; all boats at this location shall be kept in their assigned locations. All boats must be removed from all club facilities by May 23, 2009. Launch facilities for keelboats are available at Etobicoke Y.C., 300 Humber Bay Park Rd. West, (416) 259 -1159; National Yacht Club, 1 Stadium Rd, (416) 260 – 8686. Boats using these venues shall do so at the direction of the facilities management.

12 Haul-out

Keelboats shall not be hauled-out during the regatta except with and according to the terms of prior written permission of the Race Committee.

13 Prizes

The first three boats in each class will receive recognition. In the Laser Class: the best Youth (18 & Under), Master, Grand Master, and Great Grand Master, will be recognized.

14 Disclaimer of Liability

Competitors participate in this Regatta entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta.

115 Safety

Although the weather ashore is usually warm, the waters of Lake Ontario are still very cold in May. Competitors must consider clothing appropriate to sailing in these conditions.

16 Insurance

Each participating boat shall be insured with valid third-party liability insurance.

CYA has provided Appendix Q for guidance when the International Regulations for Preventing Collisions at Sea apply.

Rule 61.2 – Protest Contents

CYA prescribes that no fee shall be charged for delivering a protest or a request for redress.

Rule 64.3 – Decisions on Measurement Protests (insert directly under the title to the rule)

CYA prescribes that unless otherwise provided in its class rules, the ISAF Equipment Rules of Sailing shall apply to all classes racing in Canada.

Rule 68 – Damages

CYA prescribes that a boat that is penalized for causing damage under rule 64 for a breach of these rules shall be considered at fault for the purposes of rule 68.

Rule 70.5 (a) – Appeals and Requests to a National Authority

CYA so prescribes.

Appendix E5.5(a) (f) – Redress

CYA prescribes that the definition of entanglement includes the case where boats subsequently become disentangled without outside help.

Appendix E6 – Appendix G Identification on Sails (insert directly under title to the rule)

CYA prescribes that this rule applies to Canadian boats in all classes.

Appendix F –Procedures for Appeals and Requests (insert after the preamble)

CYA prescribes that it may delegate an appeal or request for confirmation or correction to an association appeals committee, such as a provincial association appeals committee or a racing association appeals committee. Decisions of an association appeals committee may be further appealed to the CYA.

Appendix F2.1 – Submission of Documents

CYA prescribes that no later than 15 days after receiving the association appeals committee’s written decision, the appellant may send a further appeal and a copy of the association appeals committee’s decision to the CYA. The appeal shall state why the appellant believes the association appeals committee’s decision or its procedures were incorrect.

Appendix F2.2(e) – Submission of Documents

CYA prescribes that in the case of a further appeal to the CYA, this rule shall apply to the appellant as though it was an initial appeal, and to the appealed committee as though it was the protest committee.

Appendix F3 – Responsibilities of National Authority and Protest Committee

CYA prescribes that when an appeal is delegated to an association appeals committee, the responsibilities and actions required of the national authority in this rule, and in rules F4, F5, 71.2 and 71.3, shall be performed by the association appeals committee.

When a decision of an association appeals committee is further appealed, the CYA shall send to the parties, protest committee and association appeals committee copies of the appeal. No member of the association appeals committee shall take any part in the discussion or decision on the appeal.

Appendix F4 – Comments

CYA prescribes that when a decision of an association appeals committee is further appealed, the parties, protest committee and association appeals committee may make comments on the appeal. Comments on the appeal shall be made no later than 15 days after receiving it from the CYA. The CYA shall send copies of the comments to the parties, protest committee and association appeals committee as appropriate.

Meeting the competition

Toronto Sailing and Canoe Club is situated behind a break wall in front of Humber Bay.  We are lucky here to have so many clubs with sailing schools close by who can easily be towed to our events.

It is a club rule that all persons participating in racing must sign out on our boards prior to leaving the dock.  Remember too that sailors leaving the race course should also let one of the regatta people know that you intend to withdraw.

Pre-registration for the Icebreaker Regatta will take place on the Friday evening of May 21 at 6:00 p.m. until 9:00 p.m.  Again Saturday, May 22 between 8:00 a.m. and 10:00 a.m.

5 Schedule of Race

Racing will take place on May 17th & 18th. The first Warning Signal is scheduled for 11:00hrs on May 17th and at 10:30hrs on May 18th.
