THE REGATTA IS DESIGNATED AS AN INTERNATIONAL EVENT WITH SAILING TAKING PLACE ON THE ADJACENT WATERS OF LAKE ONTARIO
1 Rules
1.1 The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing.
1.2 RRS 40.1 P.F.D. requirements is changed AS FOLLOWS;
All competitors shall wear, at all times while on the water; a government approved personal floatation device or life jacket. Wet suits or dry suits are not adequate personal buoyancy. Failure to comply with this Rule will not be grounds for competitor protest.
1.3 Any change to a competitor’s sail number, from the one shown on her registration form, must be submitted to the Race Committee, in writing, one half hour prior to the first Warning Signal on the day the change is to take effect. Failure to comply with this Rule will not be grounds for competitor protest, but may, at the discretion of the Race Committee, result in the boat being scored as DNC without a hearing. This changes rule A5
1.4 Rule G1.1 (b) shall not apply to this event (National Letters).
1.5 J-24 Class, Ontario District J-24 Standard Sailing Instructions including its Appendix “A” will govern this event and will be included as an attachment in the Sailing Instructions.
2 Advertising
This regatta is designated as a Category C event. Competitors may be required to display advertising provided by event sponsors.
3 Eligibility and Entry
3.1The regatta is open to entries in the following Classes, Soling, Yngling, Stars, Laser, Radial, Finn, Laser >>, 470, 420, Byte, 29er, 49er & International 14 and J24’s. Only Classes with 5 or more fully completed entries received by 17:00 hrs. on May 10th 2007 will be provided with a class start. ISAF Grade 3 Ranking for Men’s Laser, Men’s and Women’s Radial, 49er and Women’s Yngling.
3.2 This Regatta has been designated as a Regional Laser Gold Cup Event; all Laser Class entrance qualifications will be in effect.
3.3 This Ontario Sailing Test Event for the 2009 Canada Summer Games is open to Ontario citizens born January 1 1988 or later in the Male Laser, Female Laser Radial and Male 29er and Female 29er fleets. Entrants shall submit at registration, an acknowledgement that they have read and will abide by the CYA Youth Code of Conduct
3.4 Boats will be registered upon receipt of a completed entry form, together with the appropriate entry fee. A signed Waiver Form must be submitted prior to the close of registration.
3.5 A Skippers meeting is scheduled at TS&CC on Saturday May 17th at 10:00hrs.

5 Schedule of Race
Racing will take place on May 17th & 18th. The first Warning Signal is scheduled for 11:00hrs on May 17th and at 10:30hrs on May 18th.
6 Inspection & Measurement
Boats may be subject to measurement at any time during the regatta.
7 Sailing Instructions
The Sailing Instructions will be available from the Registration Desk at TS&CC for boats, which have completed registration and submitted a signed Waiver Form.
8 Venues
All Racing will take place on or adjacent to Humber Bay except Windsurfers, course locations will be outlined in the Sailing Instructions.
9 Penalty System
9.1 Sailing Instruction Appendix P will apply to breaches of Rule 42.
9.2 Rule 44.1 & 44.2 are changed for 29er,I-14 and 49er classes so that only one turn, including one tack and one gibe is required in lieu of two turns.
10 Scoring
8.1 Series Scores as outlined in A2 will apply with the following provided;
8.2 One race is required to be completed to constitute a series.
8.3 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
8.3 (b) When from 5 to 7 races have been completed; a boat’s series score will be the total of her race scores excluding her worst score.
8.3 (c) When 10 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.
11 Berthing
Launching facilities for all dinghy classes are located at TS&CC; all boats at this location shall be kept in their assigned locations. All boats must be removed from all club facilities by May 23, 2008. Launch facilities for keelboats are available at Etobicoke Y.C., 300 Humber Bay Park Rd. West, (416) 259 -1159; National Yacht Club, 1 Stadium Rd, (416) 260 - 8686. Boats using these venues shall do so at the direction of the facilities management.
12 Haul-out
Keelboats shall not be hauled-out during the regatta except with and according to the terms of prior written permission of the Race Committee.
13 Prizes
The first three boats in each class will receive recognition. In the Laser Class: the best Youth (18 & Under), Master, Grand Master, and Great Grand Master, will be recognized.
14 Disclaimer of Liability
Competitors participate in this Regatta entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta.
115 Safety
Although the weather ashore is usually warm, the waters of Lake Ontario are still very cold in May. Competitors must consider clothing appropriate to sailing in these conditions.
16 Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000 for this event.

CYA Prescriptions 2005–2008

Rule 61.2 – Protest Contents
CYA prescribes that no fee shall be charged for filing a protest or a request for redress.
Rule 64.3 – Decisions on Measurement Protests (insert directly under the title to the rule)
CYA prescribes that the ISAF Equipment Rules of Sailing 2005–2008 shall apply to all classes racing in Canada.
Rule 68 – Damages
CYA prescribes that the owner of a boat shall be liable for all damages arising from a breach of these rules, not exceeding in amount and subject to the same limitations as provided by the Canada Shipping Act. A breach of these rules shall be considered improper navigation within the meaning and purposes of that Act.
Rule 70.4 (a) – Appeals; Confirmation or Correction of Decisions; Rule Interpretations
CYA so prescribes.
Rule 87 – Changes to National Authority Prescriptions
CYA prescribes that sailing instructions of national or lesser events shall not change or delete any CYA prescription. For international events in Canada, sailing instructions shall not change or delete the prescriptions to rules 61.2, 68 and the preamble to Appendix F.
App. E5.5(a) (f) – Redress
CYA prescribes that the definition of entanglement includes the case where boats subsequently become disentangled without outside help.

CYA prescribes that this rule applies to Canadian boats in all classes.
Appendix F – Appeals Procedures (insert after the preamble)
CYA may delegate an appeal or a request for confirmation or correction to a yacht racing association or provincial sailing association as appropriate. A decision of a yacht racing or provincial sailing association may be further appealed or referred to the CYA.
App. F2.2(e) – Submission of Documents
CYA prescribes that in the case of a further appeal to the national authority this rule shall apply to the appellant as though it was an initial appeal and to the appealed committee as though it was the protest committee.
